HMO conversions in Liverpool for investors

L4 Property Developments Ltd converts houses into licensed HMOs in Liverpool for private investors as well as for its own portfolio: planning route checked, layout agreed room by room, the full conversion built to a written specification in sixteen to twenty weeks, licensed, and then let and managed by LivLux.

What we do

We own and operate five HMOs in Liverpool, have two more in progress, and have built one for a private investor on Windsor Road with another under way for an overseas investor. The spec is the same on every house: en-suites, in-room kitchenettes, a proper shared kitchen and living space, full rewire and replumb, Grade A fire alarm and LVT floors, because that is what keeps rooms let to the hospital staff we build for.

The planning picture in Liverpool has changed. From October 2026 Article 4 directions remove the permitted development route for new C3 to C4 conversions across Walton, Kirkdale, Everton, County and Orrell Park, with the rest of the city following in October 2027. Every HMO appraisal we do now starts with that check, and the route is a planning application where it has to be. We will tell you if the numbers do not work before you buy.

WHAT IT COSTS

£150,000 to £186,000 for a six-room conversion

That is the range our recent full six-room conversions have been priced at including VAT, on the quotes already published on the developments pages, for a house that needs the internal conversion and no major structural extras. A dormer, an extension or a full re-render sits on top. Every scheme is priced line by line from a schedule of works.

WHAT MOVES THE PRICE
Whether a dormer or extension is needed to get six proper rooms The state of the joists, floors and roof once stripped Planning route: permitted development, lawful development certificate or full application Specification — we build to one standard and will say if a cheaper one is a false economy

FAQ

Questions people ask about hMO conversions for investors

Can I still convert a house to an HMO in Liverpool without planning permission?

In most of the areas we work in, not for much longer. Article 4 directions already cover the city centre wards and the Dales, and from October 2026 they extend with immediate effect over Walton, Kirkdale, Everton, County, Orrell Park and part of Fazakerley, with a city-wide direction following in October 2027. Where a direction applies, a change of use to a small HMO needs a planning application. We check the exact address against the council’s maps before anything else.

What size rooms do you build?

Twelve square metres is the smallest room we will build and fourteen is what we aim for. The legal licensing minimum is far lower, but small rooms do not let to the tenants we build for. If a house cannot give six rooms at that size we will tell you at the first visit.

How long does a conversion take?

Sixteen to twenty weeks on site has been typical for a full six-room conversion, with marketing starting before the build finishes so rooms are letting while the last snags close.

Who manages it afterwards?

LivLux, our letting and management company, if you want it to. It manages our own houses and other landlords’ houses, handles viewings, tenancies, rent, maintenance, licensing and safety compliance, and took over the Windsor Road client scheme the day the keys changed hands.

Do you work with overseas investors?

Yes. We are currently sourcing, converting and will be managing a house for an investor based abroad, with progress reported through a shared channel and every variation signed off before it is done.
